Section 103 defines the Hot Pursuit and Most Wanted police layer for career, open-world events, and online Cops vs Racers.
Cop AI#
Cop AI personalities are Pursuit, Patrol, Block, Helicopter, and Federal. Pursuit units chase and perform PIT maneuvers. Patrol units spawn randomly and alert the network. Block units set up roadblocks. Helicopter units provide overhead spotlight and spike-strip drops. Federal units use SWAT-tier armored vehicles.
Every personality uses the same behavior-state spine: Patrol, Alert, Pursue, Engage, Disengage, and LayLow. Each state has authored input logic and heat gates so escalation remains deterministic and testable.
Heat Escalation#
Heat 1 starts with 1-2 patrol units, slow response, and light pursuit. Heat 2 adds 3-4 patrol cars plus a sergeant interceptor. Heat 3 adds federal SUVs, helicopter spotlight, and aggressive PIT behavior. Heat 4 adds roadblocks, spike strips, helicopter spike-drop, and sustained pursuit.
Heat 5 adds SWAT armored interceptors, a rhino-truck ramming vehicle, and cinematic-camera escalation. Heat 6 is maximum siege: multiple helicopters, roadblocks every major intersection, corvette interceptors, SWAT units, and a cinematic music swell.
Pursuit Mechanics#
PIT maneuver attempts require speed threshold, alignment, and a counter-steer check by the player. Spike strips appear at roadblocks and force a swerve or tire damage. Roadblocks use 2-3 cop vehicles plus traffic blocking; the player can ram through, jump over when the track supports it, or detour.
Helicopter spotlight limits shadow and cover options, while helicopter support can provide spike-drop and radio updates. Cop chase damage is enabled, and the player can ram or takedown cops for a takedown bonus.
Outcomes#
Evade requires outrunning every active cop and reaching a safe zone within the time limit. Cooldown is required to fully clear heat. Busted requires cops to surround and immobilize the vehicle, then plays a busted cinematic, forfeits currency, and resets heat to 1. On the cop side, spike strips, EMP, and weapons can immobilize a racer in a cinematic takedown moment.
Cops Vs Racers#
Cops vs Racers is an online 3v3 mode. Racers must reach the finish line, while cops must takedown all racers before the finish. Racers select a speed-tuned vehicle and power-ups. Cops select an armored vehicle plus spike strip, EMP, and road block deployables.
The racer HUD shows heat and speed. The cop HUD shows backup-call cooldown and deployable inventory. Ranked ladders are separate for Racer Rank and Cop Rank.
Career And Social Integration#
Blacklist rival pursuit events use custom rival voice-over, cinematic camera, and a narrative arc across multiple events. Autolog-style rivalry exposes friend times and scores, shows friend records as ghost targets on track, sends friend challenge notifications, and supports one-tap revenge matches.
