This release gate locks the §67.1 standalone VR install-size budget. Quest 3 and Vision Pro must pass their store-submitted build prechecks with an initial install size at or below 4 GB.

The build evidence is
V3/ue/Build/StoreSubmissions/quest3-visionpro-size-budget.json. It ties the
store package, signing profile, store submission id, cook profile, asset preset,
readiness checklist, and cook-size CI report together for each standalone VR
surface.
The verifier is pnpm verify:v3 vr-store-size-budget. It checks that each
store-submitted build is signed, has a passed store precheck, stays within the 4
GB budget, matches the cook-size CI report, keeps day-0 patch headroom at 500
MB, and is referenced from the Quest 3 and Vision Pro readiness checklists. The
gate fails closed for missing platforms, over-budget packages, failed prechecks,
package-type drift, signing gaps, cook-size report drift, or readiness checklist
drift.
