V2/ue/Tools/manage-v2-rust-local-build-cache.py creates a developer-local
compiled crate cache plan. It reuses the same content key inputs as
plan-v2-rust-artifact-cache.py, then stores branch-agnostic artifact objects
under .cache/v2/rust-local-build-cache/objects/sha256.
Branch names are only refs. A branch ref points at a content-addressed object,
so switching from feature/a to feature/b can restore the same compiled crate
when the crate inputs, dependency closure, Rust version, target triple, and
profile match. This prevents duplicate local archives for identical artifacts
while still leaving a branch-scoped audit trail.
The generated plan includes restore commands, save commands, branch ref paths,
and content addresses for each crate/profile/target entry. The cache root is
already covered by the repository .gitignore through .cache/.
Horde gates require rust-local-build-cache-plan-generated,
rust-local-build-cache-content-addressed, and
rust-local-build-cache-restore-coverage.
