Mainland China is a separate operational project. It requires ICP licensing, local partner-of-record review, IP and content approvals, age-gating review, localized residency controls, and a separate operating model. It is not a copy-paste expansion of wave-1 or wave-2 launch work.
Launch decision: deferred until partner-of-record, IP, content, and data residency review clear.
