What originality policy, prohibited export classes, warning thresholds, and
language govern project transfer?

## Recommendation

Adopt Section 4.2: transfers carry abstract
principles/constraints/questions/tasks only (YSD-4035); prohibited export
classes are source media, extracted assets, near-copy prompts, and
high-resolution protected crops; overly-specific-expression and
source-concentration checks are reviewable and inspectable (YSD-4033/4034);
warnings are advisory where the proposal does not authorize blocking, and every
surface states the system does not make legal conclusions (YSD-4038); escalation
goes to the decision owner.
