# V3 Operator Runbooks and On-Call

This gate covers `V3/V3_TODOS.md` §73. The public launch is complete only when
the GA-week rota, incident runbooks, minimum staffing pools, ramp-trigger
dashboards, hiring playbook, and steady-state scale-out trajectory all agree.

## Completion Rules

- The Lilith-Safety follow-the-sun pool has 16 named operator seats across three
  shifts, with English, Spanish, Portuguese, Japanese, and Hindi covered
  in-house. Additional wave-1 languages route to the localization partner SLA.
- Editorial, rights, commerce, and capacity pools have owners, staffing counts,
  working hours, dashboard links, and drill records.
- Every required incident path has severity mapping, commander role, first
  action SLA, rollback, user communications, audit events, and drill evidence.
- Ramp triggers feed a weekly leadership review and map directly to an approved
  hiring action with lead-time tracking.
- The GA + 12 month target is tracked explicitly, including safety shift growth,
  per-region editorial expansion, and event-capacity uplift.
