All §65 V3 boards are live in the V1 Grafana stack and watched by an on-call
rotation through Slack plus PagerDuty.

Each dashboard publishes the release-gate value, gate trend, sample volume, CI
state, and an enabled PagerDuty alert when the gate is not green.
