# Persistent World Economy, NPC Schedules, And Crime Rate

Section 130 is implemented by `PersistentWorldEconomyNPCSchedulesCrime.V2` in
the `V2World` module. The runtime catalog is paired with the persistent economy
gRPC service contract at
`libs/proto/src/oshun/v2/persistent_economy/economy.proto`.

## Economy

Open-world shops have per-cosmetic supply and demand. Cosmetic inventory rotates
daily from community-wide purchase data, and rare cosmetics scale price upward
when high demand is detected. Vehicle hidden-parts inventory rotates weekly, and
high-demand vehicle parts migrate to premium shops. Players can flag items as
wanted; wanted-list demand can correlate with global demand and grant ops-signed
community-tier rewards. Anti-bot protection applies per-account purchase rate
caps and per-IP purchase rate caps, cross-referenced to Section 49 anti-cheat.

## NPC Schedules

Each open-world NPC has an authored daily schedule covering commute, work,
lunch, leisure, and sleep. District population density varies by time of day:
Downtown peaks at lunch and commute hours, Harbor peaks at shipping shift, and
Club Row peaks at night. NPC reactions consider player presence, vehicle, and
faction allegiance. Every scheduled NPC exposes an interactable mini-quest,
vendor, or service.

## Crime Rate

Each district has a dynamic crime-rate gauge driven by chase, property-damage,
and takedown activity from players and NPCs. Cop spawn density scales with the
district crime rate. Faction-controlled districts carry faction-specific crime
profiles. Extreme crime rate triggers a district-wide police lockdown
cross-referenced to Section 103.2 heat 6, with a lockdown cinematic and ambient
siren ambience.

## Events, Persistence, And Ops

Dynamic event rotation uses a shared daily random-event seed so every player
sees the same world map day by day. The system records a per-day community event
tally and ties rare cosmetic drop pools to event difficulty. Per-account

shop inventory, then sync that state across cross-platform play. In short,
